I use my note 2 with finger touch disabled all the time. With the latest firmware, a toolbar is introduced which is fine. It is normally ducked to one side. But when I open it to choose scribble, the toolbar stays in front of me, covering the space I wish to write. I can’t seem to move it anywhere.
I had the same issue, then I found a scribble icon on top of the screen. I now use that icon to enter Scribble mode to avoid using the tool bar. Hope this helps.
