I usually download stardict dcitionaries from here: http://download.huzheng.org/
You can also get the ColorDict app from the Play Store: https://play.google.com/store/apps/details?id=com.socialnmobile.colordict&hl=en
It has a number of basic dictionaries which you can then install and it works well with apps such as Moon+ Reader.

The GoldenDict app is also very useful: https://play.google.com/store/apps/details?id=mobi.goldendict.android.free&hl=en
And there seem to be a lot of dictionaries which will work with it as it is not restricted to the stardict format: http://web.archive.org/web/20110623053604/http://www.babylon.com/free-dictionaries/
However, not sure if it works with the native Neoreader app on the Note so you might have to use other reading apps like Moon+ Reader with which it does work.
